Tsubata is a small town which is situated outside Kanazawa city Japan. In recent years, urban sprawl has been occurred in Tsubata, the commercial area of the town center has been declining. The shops are facing economical problem. If they can not hold on their business, the town itself will also loose its traditional character. This project is intended as a proposal of the new town center of Tsubata, which would revitalize the economy and activate the life of the citizen. The project consists of two buildings; cultural complex 'Forum' and school for lifelong education. 'Civic College'. 'Forum' included gymnasium, public library, service center for aged people, shops, bus terminal, parking; 'Civic College' included elementary school, public hall and free college for adult
